Cecil Hunt Payne, 85, died Friday July 9, 2010 at Ross Barnett Reservoir in Madison County, doing what he loved, hand grabbing fish. Visitation will be held today from 2pm.-5pm. at Ott & Lee Funeral Home in Brandon. Funeral Services are 10:30am. Mon. July 12, 2010 at Shiloh United Methodist Church with burial to follow in Gulde Cemetery. Rev. Creighton White and Rev. Ted Giordiano will officiate the services.
Mr. Payne was a native of Rankin County. He was a member of Gulde United Methodist Church where he held various offices over the years. Mr. Payne served in the U.S. Marine Corps in 1942-1944 in the Asiatic-Pacific Campaign. He received a Purple Heart, and two Bronze stars. He also ran track for the U.S. Marines.
In 1944 he married Mary Higbie from Minnesota. He graduated from Mississippi State in 1947. Mr. Payne worked in the poultry, cattle, soybean, and crop dusting business. He also produced rodeos for many years. Mr. Payne received many awards in his life. He served as a Colonel under Gov. John Bell Williams. He served as Chairman of Rankin County Commerce Agriculture Committee, and was a member of the Rankin County Republican Committee.
In 1955 he initiated a plan to increase game habitat and population in Rankin County to provide outdoor recreation for sportsmen. For this effort he received the Farmer-Sportsman Relationship Award. Mr. Payne also served as president of the MS. Poultry Association. One of Mr. Payne’s main loves was flying. He was a cropduster and enjoyed teaching others to fly. He loved hunting and fishing. Mr. Payne loved helping others and often provided financial assistance to those going to college.
Mr. Payne was preceded in death by his first wife, Mary Higbie Payne; his parents, Howard Payne, and Chester and Inez Carter; a son, Chet Payne and a brother, Howard Tally Payne.
Survivors include his wife, Francis Payne; daughters, Cecele McDonald and husband Sammy of Stringer, Becky McNeely and husband Don of Gatlinburg, TN and Kaye Keeton and husband Rex of Taylorsville; a son, Doug Payne and wife Sandy of Brandon; a daughter-in-law, Lynn Morgan and husband Charles of Memphis, TN; a sister, Chesteen McCaskill; a brother, Robin Carter; a foster daughter, Kathy Berg; a special niece and nephew, Jean and Lloyd Pettiecord of Iowa; best friend, Bubba Flanagan; 20 grandchildren and 27 great-grandchildren. He is also survived by two step-daughters, Debra Bradshaw and husband Dean and Diane Donahoo and husband Brian all of TX; 5 step-grandchildren and 3 step great-grandchildren.
In lieu of flowers, memorials may be made to Camp Wesley Pines or Camp Stephens.
